One thing is he's not 23 yet (turns so in January), so technically he does not have to registered. Not sure if he would have to during the January/February registration of players.
He's also a club trained HG player (vs. association trained: i.e Stones, Walker, Sterling, Delph), which is more useful/valuble for CL registration. We've been using Foden and academy players.

21 is the cutoff for time counted towards becoming a HG player, but I believe u23's is the cutoff for counting towards registration, meaning they don't have to be registered if they've been with the club for 2 seasons.

For the Premier League:
Rules on U21 players
Under-21 players are eligible over and above the limit of 25 players per squad.
For the 2018/19 campaign Under-21 players will have been born on or after 1 January 1997.
For the Champions League:
What is List B?
A player may be registered on List B if he is born on, or after, 1 January 1997 and has been eligible to play for the club concerned for any uninterrupted period of two years since his 15th birthday (players aged 16 may be submitted if they have been registered with the club for the previous two years). Clubs are entitled to register an unlimited number of players on List B during the season, but the list must be submitted by no later than 24:00CET the day before a match.
For 2019/20, the date will be 1 January 1998.
There is no additional requirements for the Premier League regarding the duration of registration for players under 21 years, so even recently transfered and registered players don't count against the 25-man limit (see Gabriel Jesus when he joined).
