So, If Romania qualifies and a war breaks out between Georgia and Turkey, then Group D enters Belarus, and Finland leaves B and replaces Malaga in Formula 1. Did I understand the rules right?

Joke aside, what a total fuck up from UEFA this competition looks 7 months before it starts. I think I've never enjoyed a nation competition from WC 2006 in Germany and this might be the actually the worst of all time.
