Then it became about buying top quality. But the fact that the backbone of a cup & title winning side was built in that period means that it was an absolute success imo.
But the underlying theme from day one, has been the academy. That was the first thing Khaldoon did & it's still the long term priority.
So far, the plan through each phase has worked better than anyone could have dreamed & the tantalising rumours of what is to happen in & around the ground promise more of the same both for City & Manchester.

On the issue of spending/turnover, we are only now in the 1st accountable period. Their are 3 seasons accounts that will be considered, so any sanctions on the spending/turnover won't happen for another couple of years yet.
Some time ago, the clubs were instructed to ensure that all outstanding stuff like government tax bills etc were fully paid. This is the result of that. Though part of the FFPR, it is more to ensure that clubs who do hold debts are ON SCHEDULE with those debts. I think the "on schedule" bit is the important bit.
Though I will look at the terms more closely, I believe it means that government tax payments are up to date and monies owing to other clubs for transfers etc are not behind schedule. Tokyo is bang on with that.

How the fuck are barca in debt when nearly all their players come from the youth set up? they must make billions on merchandise and home gates etc plus CL and the like......I dont understand.
