I don't think you can blame QPR, Hughes didn't even sign him. Who's prepared for that?
At the end of the day, the Club must accept some responsibility for his actions both on and off the field. They pay his wages and Spews made the decision to play him.
At the very least, QPR have to initiate their own disciplinary processes against him, in tandem with any action the FA might take; if they don't, then they are just as culpable as the miscreant himself and just ponder what would have happened if Barton had been wearing a City shirt whilst all this was taking place.
The football world would have thrown the book at us, no doubt and received universal support for doing so.
