I'd therefore say your theory of wang vs temperature is wrong and it's likely that the warmer the climate the smaller the dick size. I think the reason for that is with the cold temperatures, you need more to allow for shrinkage on a winter evening and for it still to be seen through three layers of thermals.
With the unseasonably warm temperatures here at the moment, I'm getting a lot of sweatage and I could see that if I lived in a warm climate for longer I'd definitely need to evolve me some smaller tackle to allow more room for air circulation.
Hence, people in warm climates have dicks like chimps.
