The Peter Principle does not apply to Football Managers - promotion from within until you get beyond your level of competence.
These contractors are not party to this concept. They are supposed to be the experts. However , as in other walks of life there are "Consultants" ( ie Managers on contract like Pep ) and there are bullshitters that bloat their CV's. For example, Big Fat Sam is technically at the level of the northern premier league ( amateur).
