FFP is applied only if you are City, not if you are a red club run by a dodgy American that brought 1.6 billion debt.
With those figures, in a normal society, they should worry more about not going into administration rather than bringing 10 top class players.

I can recall an article in the mainstream media about how fucked their income is, but still they can overpay for any transfer without anyone asking a real question.
