The smart people are saying that the delay is due to agreeing an exit strategy that saves face for the Premier League, because they'll look very silly if they tell the truth, that there is no case to answer. The newspapers will also look silly for continually jumping on the bandwagon with no proof.
It is believed that litigation will follow, from City, against all those who were too quick and eager to damage reputation and integrity.
