i would of thought so. i doubt he would go on there and say its something thats under review. unless he has requested not to be asked about the manager position.

Why do they do say it will be ready at 3.30pm and an hour after that time don't even bother updating their twitter page?
If there is a chance they might not make the time why even state it in the first place?
They don't cover themselves with glory on stuff like this.
