I doubt he could do the same job as Jo has for us so far this season. As an out and out striker Phil might be better (I've only seen the goals so can't really tell how much has much he has improved), but Jo has done a really good job on the wing, taking defensive responsibility and provided some great crosses. I see Phil more as a centre tank.
