It would be nice to do what you say but it seems like getting any proof would be very very difficult.
It depends on whether the relatives are found guilty or not. IF Rooney's relatives are proven to have been involved in this kind of behaviour, then it's the absolute duty of the authorities to check back on Rooney's actions & find out if there were any suspicious betting patterns at the time he received cards etc. If you once get involved in this stuff, you are theirs for life, as they can blackmail you, so it absolutely has to be investigated, as he could do it, under threat, in the future.
There's no way of actually proving that those Pakistani cricketers bowled no-balls to order apart from the fact that someone has said they were going to do so, then they did it. If Rooney's actions coincided with ridiculous betting patterns, they may be able to get someone from that organisation to grass him up & give details. If there were no betting patterns then he has no case to answer.
