Manchester City forced to halve Carlos Tevez's four-week fine
Tevez has not played for City since they beat Birmingham on 21 September Manchester City have cut Carlos Tevez's fine to two weeks' wages after the Professional Footballers' Association refused to support a four-week penalty.
City found Tevez guilty of refusing to play and four other breaches of contract in a Champions League game against Bayern Munich in September.
But the PFA backs Tevez's claim that he merely refused to warm up and said a two-week fine is the maximum allowed.
City accused the PFA of a "conflict of interest" in its handling of the case.
A City statement said: "Manchester City is disappointed by the apparent PFA conflict of interest evident in this process.
"Carlos Tevez has been personally represented throughout by the PFA chief executive [Gordon Taylor], on whose considerations the club has been informed that the PFA has made its decision.
"Manchester City has been in constant dialogue with the PFA since September 28th. Today's PFA decision is a departure from the club's understanding of that dialogue.
"Without recourse to the PFA decision available, the maximum two-week fine provided for in standard player contracts will now be applied in relation to the misconduct of Carlos Tevez."
Taylor, who denies any conflict of interest, issued a statement earlier on Thursday in which the PFA insisted there was "no justification" for a fine of four weeks' wages, which is understood to amount to about £1m.
"The PFA's opinion, based on all the evidence presented, is that Carlos Tevez never refused to play for the club," said the PFA.
"This is accepted by the club in that the charge against Carlos made at the hearing was not one of refusing to play.
"As such the PFA considers that there is no justification for a fine other than up to the prescribed sanction of two weeks' wages agreed by the FA, the Premier League and PFA."
Following the incident in the Champions League last month, City launched an internal investigation which concluded that among the contractual duties breached by Tevez was one that says he has "an obligation to participate in any matches in which the player is selected to play for the club when directed by a club official".
Tevez insists he only refused to warm up and his advisors have told the BBC they believe that none of the five reasons given by City for upholding the charge of misconduct - which the club published on their website - are correct.
Taylor told BBC Sport: "If he had refused to play that would have been the charge and that would be gross misconduct.
"The charge was momentarily refusing to resume warming up. He never refused to play. He was desperate to play.
"They are trying to portray he refused to play, which is serious and why he was vilified. No evidence that they presented suggested that.
"If the evidence was strong and irrefutable, that's gross misconduct, as serious as it gets and could be a termination of contract.
"That's not the case. The evidence doesn't suggest that and that's why the charge was not of gross misconduct."
City have been further advised that manager Roberto Mancini's post-match comments, in which he claimed Tevez had refused to play, could amount to defamation of character and that legal action against him could be forthcoming.
Tevez had 14 days to appeal against the misconduct charge and is understood to be considering his legal options.

Toure on City collision course
Manchester City appear bound for an off-field battle with another of their high-profile players, with defender Kolo Toure determined to fight any potential punishment handed down by the club over his six-month drug ban.
Toure returned a positive drugs test in February, and was later found guilty of taking a banned substance and subsequently suspended until August. It was later revealed Toure had taken on the substance by consuming his wife's slimming pills without consulting the club's medical staff.
City are now reportedly set to put the 30-year-old in front of an internal disciplinary panel, chaired by club executive Brian Marwood, next week. The club will be investigating whether to fine the player for his extended unavailability if he is found to have been in breach of his professional duty.
However, the player's agent, Saif Rubie, insists Toure will contest any such punishment.
"Kolo is disappointed that the club have decided to take this stance and he will contest any planned action against him. However, he will continue to give his all, as always, for Roberto Mancini and the team in their quest for honours this season," Rubie is quoted as saying in the English press.
Meanwhile, City are believed to be standing firm on their asking price of €40 million for another of their troubled former captain's, Carlos Tevez. City are understood to be unmoved by Brazilian side Corinthians hinting at a cut-price deal on Tuesday through their president Andres Sanchez.
"Although many people do not believe it, Tevez is much closer to the Corinthians than you can imagine. The initial offer was €40m and that is now €18m because of all the problems he has faced back in England," Sanchez told the Brazilian media.

DAVID SILVA insists he would snub Barcelona and Real Madrid to stay at Manchester City.
The Spanish playmaker, 25, has been in sensational form as City have opened up a five-point lead at the top of the Premier League.
He was instrumental in the club's 6-1 demolition of neighbours Manchester United last weekend and is already favourite to be crowned Footballer of the Year.
His displays have alerted Barca boss Pep Guardiola and Real coach Jose Mourinho.
Bu Silva said: "City believed in me and I'm very well here.
"Real Madrid and Barcelona are definitely two great clubs but I hope to stay in Manchester for many years."

Man City poised to open cheque book again to land Belgian ace
Manchester City are set to renew their interest in Belgian winger Yassine El Ghanassy when the transfer window re-opens in January.
El Ghanassy, 21, has been one of the star performers for Gent and has also attracted interest from Inter Milan, Fiorentina and Lille.
Roberto Mancini was strongly linked with a move for the talented midfielder throughout the summer but the move never materialised.
Mancini is determined to maintain Manchester City's position at the top of the Premier League and wants to ensure his squad has enough depth to cope with all the games they will face in the second half of the season.
El Ghanassy mainly operates on the left wing, but his versatility will appeal to the City boss as he can also play in the centre or down the right hand side.
City are likely to face a battle for his signature as several big clubs across Europe are also keen and reports in France suggest that Lille see him as the ideal replacement for Eden Hazard who looks set to leave the club next summer.talkSHIT

Regardless of whether or not Mario Balotelli had been chosen to front Greater Manchester’s campaign for firework safety prior to last weekend’s impromptu pyrotechnics display from his bathroom, the irony of a deadpan Super Mario holding up a poster urging young people to follow the firework safety code was surely not lost on anyone.
Fire-fighters were called to the Manchester City striker’s Cheshire home in the small hours of Saturday morning to tackle a serious blaze started after a firework was fired out through the bathroom window. However, the controversial Italian, whose list of high profile misdemeanours should make for a cracking autobiography one day, claimed that, for once, he was innocent.
“I didn’t set any fireworks off,” he insisted to reporters. “It was a friend of mine. I didn’t know anything about it until I heard shouting coming from the bathroom…It was a really stupid thing to do.” Speaking at the campaign launch, Balotelli was able to remind his pal: “It is important children should not mess with fireworks. They can be very dangerous if they are not used in the right way.” Such as launching them from someone’s toilet.

Not that Balotelli’s explosive exploits seemed to have any negative effects on him as, 24 hours later, he scored two goals and turned in a dazzling performance as Manchester City inflicted a crushing 6-1 defeat on bitter rivals United, their heaviest ever Premier League defeat and their worst loss at Old Trafford since 1955. Sir Alex Ferguson described the thrashing by their ‘noisy neighbours’ as his "worst ever day" at the club, but unfortunately for Fergie there was more bad news to come his way, as he was this week named in the court case of a gang of Old Trafford ticket touts after it was revealed that some of their stock had come from his own personal allocation of complimentary tickets.
The four men all pleaded guilty to selling tickets without authorisation for a number of United home games last season, including 16 tickets which had the Old Trafford boss’s name printed on them. Detective Constable Paul Walls, who led the operation to collar the gang said: “I must condemn those registered ticket holders who have allowed their tickets to be used in this scam.” Sir Alex, who was not accused of any wrongdoing, said he had passed the tickets on to friends and had no idea they had ended up in the hands of touts.

My time at Man City was a headache - Emmanuel Adebayor
Emmanuel Adebayor has scored three goals for Tottenham this season Emmanuel Adebayor insists he has no regrets about leaving Manchester City and described his time at the club as a "headache".
Adebayor joined Tottenham on a season-long loan in August after being frozen out of Roberto Mancini's plans since last December.
He told BBC Sport: "I wish them the best of luck, but do I wish to be part of that team right now? No.
"Whenever I woke up last year to go into training it was a headache."
Mancini's expensively-assembled side have moved to the top of the Premier League in Adebayor's absence, but the former Arsenal striker said he is not missing life at City after quickly settling into his new surroundings in north London.
"You want to be in a house where you feel comfortable," added the former Togo striker.
"Even if the house is a palace, you want to be loved and you want to be happy."
Adebayor declined to comment directly on Mancini but there was clearly a breakdown in relations between the pair. It is reflected in his unstinting praise for his new boss.
"Harry Redknapp is a fantastic manager," Adebayor added.
"He knows how to talk to players. You need that belief from your own manager. He tells you just to go out there and do your thing. That is what Harry has got more than anyone else."
Adebayor has scored three goals in six games this season to help edge Tottenham closer to the top four and qualification for the Champions League.
"We have to do everything it takes to go beyond that line," he said. "Hopefully, we can achieve that as a goal."
Adebayor said he was impressed with the strength of Tottenham's squad and it is not only Rafael Van der Vaart, Luka Modric and Gareth Bale who have caught his eye.
"Every morning when you come in you see lots of lads working hard in the gym to be fit for the weekend which is a very good sign," added Adebayor.
Tottenham's next game is against Queens Park Rangers on Sunday.

Have I missed something? Haven't all the recent complaints of racism been made players against other players? Why is it the communities fault then?
