Related, there are way bigger racial issues in Europe and the UK than there are in the US. If someone tweeted something like that about Michael Vick for example i would suggest that there would be criminal charges filed as hate speech. Which basically proves your point i believe.

Would never happen over here. People would just ignore it as another idiot. Or if you were in the south people would give a slight nod and carry on. But charging someone for hate speech for a random comment over the internet is more British than American.

Just moved from Columbia, SC (where they still fly the confederate flag in front of the state house; interracial dating became legal in 2000) last month where I lived for 5 years. Now in the DC area.
But the reason they'd never charge anyone over here is that 1,000s of people say idiotic things on twitter, facebook, blogs, forums... every hour. It's not worth their time to create a whole legal case over one bonehead comment on the internet. If the comment was said face to face, sure. But usually it requires an active complaint from the person being offended to be taken to court. The police/NSA are monitoring the internet for bigger objectives than cutting down on racism. Hell, most people would say since we elected a black president the whole racism thing is done and dusted. Obviously wrong, but shows people's attitudes and motivation for prosecuting something like this.
And I was talking from a legal side, not "limping groups of people together". British libel/slander laws make it much more likely that someone would be taken to court for doing something like this.
