An IP address can only give you an approximate area, but it can lead you to the actual street address is you monitor the traffic on his network. If you quickly want to find where he lives, get his unique MAC address and (thanks to Google street view cars) it can be traced within about 200 feet. He said he likes to judge people's personality with an in person chat, and it's defiantly possible to make it happen (especially with the server logs that he has racked up).
