It'd be massively detrimental to him now in his development to play 15 games this year after the season he's had, and he knows that. I agree too!

Challenge for City and Guidetti IMO is get him back here for pre-season and see how he looks/performs. I suspect that, as others have said here and previously, the answer that suits both parties (in theory) is for him to go to a PL club where he will play most weeks.
HOWEVER, if you were in Guidetti's shoes and (say) Feyenoord said, OK make your move permanent and stay and really learn your craft here for 2-3 solid more years of uninterrupted development then if you want to leave and someone pays the right fee we'll let you go VS go back to City for "will they keep me/will they loan me" for the next two years and no guarantee whatsoever about what teams you might end up going out to and/or how much playing time they'll give you....well, there is certainly an element of better the devil you know and consistency that would push him towards the exit door at City IMO.
If we really do believe he may have what it takes, just not this coming season at City then they are going to have to really sell the opportunity available to him in a years time...maybe throw him some more money etc....to keep him in my view
