As it is only tiny and looks like it's based on a painting or colour washed monochrome picture, it is unclear.

From what I can see, as it is an image of City heroes it just has to be BILLY MEREDITH.

He was known as the Welsh Wizard"and played for City from 1894 - 1905. He was one of those banned for life following the City payments scandal and went over to the rags. When the ban was lifted, he returned to City and played from 1916 - 1924. There were a couple of gaps in his 2nd City career, remembering that part of it was during WW1 when the League was cancelled.

He played for City until he was almost 50. He died on 1958.
