The thing is that you simply can't compare Arse and City in any way.
Either
A) Give City 10 years to build our reputation as a top class side when we as well have had the privilege to enjoy the ridiculously big UCL money (in addition to the bigger prize money top sides enjoy as well as bigger TV money). That will lead to a situation when you can start to draw conclusions on where we would be "without money"
or B) Lets see how Arsenal does after having spent the odd season in lower divisions, without any real pulling power for players and so on. I'd be willing to bet Arse wouldn't be anywhere near the top.

And as for the A case. I'm fairly certain our finances/spending will be sustainable. And so we would be there or there abouts "without money"

To be frank there is plenty to admire about Arsenal. Nothing wrong in my view with taking partially developed players early in their careers and turning them into the finished article. Fair do's, that is much more clever than buying the finished article. And I like their style of play too. What I don't understand is why they haven't gone the extra mile in recent years to really go for the title. Whingeing won't win you anything.
