City 'are' a team of players more than 1 man, plural. Eg Roger Federer 'is' and Manchester city 'are'. Use 'is' and you will sound like Mancini's broken English.

City is a team of players. Roger Federer 'is' just as Manchester City 'is.' Manchester City is a club that has is comprised of staff, players and supporters. However, there is only one Manchester City Football Club. Singular. Not plural.
