Because 'nigger' was a deliberately offensive term - one used to establish social hierarchies on ethnic grounds - that black artists coopted and reconfigured. Of course it's more offensive coming from the mouth of a white person than a black person.
Gay people using terms such as 'faggy' is the same. If it comes from the mouth of a straight person it's usually derogatory - or at least has a long history of having been so.
It's a right load of bollocks that its fine for one of my gay mates to call me a dyke but if you did that you could be construed as homophobic.
