Personally I think it has nothing to do with either transfer window. The players we have now and had before this past summer are good enough to progress out of the group stage. Look at Ajax, they beat us once and tied us at the Etihad; they have De Jong and Eriksen and thats basically it. Malaga progressed for fuck's sake and they're basically in debt and sold all their "best" players (yeah they had an easier group, but still). It's not only about players' skill...its about coaching, training, and the player's egos and mindset. Clearly none of these are good enough for us yet.
I highly doubt buying De Rossi or someone else will help us progress. It's not all about just buying the "best", most renown players.

I'm not saying Allardyce is better than Mancini, though.
I don't even like our owners, but would struggle to say that the club is in a worse shape than it was on the day before they bought into it. They had to resolve a relegation that was pretty much their responsibility and did so in a season, with a coach who has brought stability to the club.
West Ham and City are no longer sensibly compared one to the other. Our rivals are teams like Wigan, Stoke and those that were promoted last season and the year before. Yours are much more significant.
The point that I was making is still however valid: City look a lot less dominant than they did at practically any stage of last season. Something is at the root of that and it seems that there may not be the same sense of understanding between a 'team of world class superstars', which is of course what they are, and the coaching team that works with them.

I think some fans think we are beyond being criticised. We deserve all the shit that is thrown at us IMO at present as we have been awful. Not a patch on the big power house we were last year. People are being blinkered if they can't see that we have some work to do.
