In my eyes it should be fairly easy for an appeal process within games to be set up whereby each manager can appeal a decision (within so many seconds) and the ref/4th official can review and if the manager is proved to be correct then the decision is reversed and the manager has the ability to appeal again. If it is an incorrect or frivolous appeal then the manager loses his right to appeal (perhaps allowed one each half) and the decision stands (appeals that disrupt play in some way can be coped with via free-kicks/penalties etc.).
If a manager is known to make regular 'unproven' appeals then he should be punished.
I think doing something like this will take away the manager's post match whinging and will also aid match officials. It will also ensure fairer games. There will still be mistakes, but at least we'll get closer to accurate decisions.
