Probably because the MLS (Major League Soccer) is in a fight to gain more market share, they are extremely open about sharing content and transparent on decisions being made. All matches have a highlights video posted for free on youtube and their disciplinary committee is now posting videos that explain their process for coming to decisions:

Cannot see the FA doing anything like this anytime soon but as more league open up, they should start to feel the pressure. Can you see someone from the FA getting in front of a camera and saying, "Mr. Rooney did not intent to have his elbow strike the Wigan player in th face. It is just an accidental collision of bodies. Therefore, the FA unanimously has rules to take no action."
