For me in the US and A the term most often has a more empathetic tone to it, probably because we keep our pain, torture and war far from our continent.
Unless you lived in Florida in the 1980s, which i did NOT, when Castro released Cuban inmates to Florida and the term "Cuban refugees" probably had a pretty negative connotation. There are probably also some communities who felt "overrun" by Vietnames refugees post-Nam who could use the term in a more negative fashion, but...still. You get my point.
