Depends how quick they can throw it up, i imagine it would depend on whether they could avoid having to relocate people if they were unable to throw it up in one summer.

I'd say building at that pace is highly unlikely, but I've just watched them build the new 60000 seated stadium in Jeddah in 5 months start to finish.
Perhaps it's just in England they fuck and fanny about on building sites?

St James park new stands though I think were sort of bolted into the back of the existing one, they threw the concrete up during the season, the roof up over the summer and built the inside stands during the season with little or no disruption from what I recall - it just sort of seemed that the ground was all new one day they did it so quick.
That's sorta my beef with the 'consultation' though, they haven't actually consulted or for that matter even given any detail of the actual disruption likely whilst its being built which is what I'm most bothered about as a st holder
Glad all this is happening in the years I am away, should come back to a nice new stadium, new seat at the front if the 3rd tier with any luck after im kicked out of the kids stand in 2yrs time, and a better atmosphere than I left behind.
