The problem I have is UEFA and FIFA's increasing trend for creating new rules retrospectively. It happened for seeding in World Cup playoffs, and now this. If Qatar wanted the World Cup, they should have explicitly stated in their bid that a Winter competition would be much more feasible.

So if England aren't in it, does that mean that Aguero, Zabaleta, Silva etc can stay here and continue to play for us?

But they won't. Some will be in summer and some will be in winter. Won't matter to TV viewers, but will matter to millions of fans who go to games everywhere. But I suppose they don't pay FIFA
