It was a chant used in the Second World War to rabble rouse by the pro-Nazi government. No history before that, in the same way as there is no history to 'Sieg Heil' (pretty much its equivalent) prior to the rise of Nazi Party rallies in Germany. It was used during WW2, banned during Yugoslavia, and made legal again upon Croatia's independence (but is now condemned by quite a large portion of society, including many government ministers).

In that case it's a fair ban. But you can probably guarantee the whole stadium will be singing it in their next home match.
