On your first point, it's the home club's decision whether to have extra balls available.
On your second point, what would you consider 'decent'? The 'elite group' refs earn well over £100k a year and have all expenses paid. Football league referees are paid expenses of somewhere in the region of £1000 per game. As with any job, the better you get, the more you get paid.
I'm sure I remember Pearce trying it before getting told off by the powers that be. Surely we'd see it somewhere if the premier league allowed it
Sure I read somewhere that it's up to individual home clubs but they need to declare their intentions before the match/season so they can't tactically change their minds. I may have been dreaming this.
