His foot was stuck under the keeper, so he couldn't make the next step. I think bit would have been very difficult for him to stay on his feet even if he'd wanted to.

I agree, but I've seen those not given. Also very unlucky for Burnley to concede a pen like that with what seemed to be an unnecessary, non-rash, and not malicious challenge.
