It did. Every play goes to VAR. The ball was still in play so they couldn't really do anything. Plus, Sterling tripped over his own feet/the ball. Its not a penalty every time a City player goes down in the box

Looks bad in slow motion, but that's just not a red card. It wasn't even a tackle, he just tried to pass the ball, but mistimed it.
