Personally I'd have Ashley Young from Villa, and numerous other players from teams in the top 8 of the prem if we could get them - Anybody from Evertons midfield would improve us in Pienaar, Cahill, Arteta and Rodwell for a start.
The problem is, other managers are probably able to pick up bargains for the money we give them. Young would be a good buy, but we'll have to pay considerably over £30m for him, whereas his true value is around £14-16m. Villa can replace him and also get 3-4 top notch squad players for that kind of money. At the moment their squad isn't big enough to cope with a league, 2 cups and a European competition, but with that kind of money it soon will be.
Moyes has proven competent in the transfer market. The price we payed for Lescott will come back and bite us at some point in the next 2-3 years, I fear. Any more dealings we have with them will multiply the power of it exponentially.
Liverpool don't have money, but there's no guarantee funds won't be made available for purchases directly from sale profits, to improve the immediate package available to a potential buyer. Who'd want to buy a big-money club outside of the transfer window once they've sold off their best assets? Due to the complexities of the club's owners not talking to one another, and the size of the club, negotiations are going to take a long, long time.
i dont rate anybody's chances of getting Ashley Young for £14-£16m, that valuation needs a reality check.
As for paying over the odds, we are City; we haven't won a carrott for over 30 plus years and we aren't peddling Champions League football. Untill we win anything we will be paying over the odds in wages and fees for almost every player we sign, thats the real world we are in.
Absolutely. If my memory serves me they forked out something like 10m to buy him from Watford. No chance whatsoever he'd be available to ANYONE for anything less than 25m. For us 30 or 35m maybe.

I'd count on that. Whatever people think about him, no one can say that he has been nothing but model professional and never-say-die player throughout his career. I don't think his standards would drop much at all.

I would rather not dump a shedload of cash into Liverpool's bank account so they can go out and rebuild a very poor squad. They will find a couple of gems from Spain and Portugal with the money we would give them and come bounding back to the top4 making our job just that much harder.
