Taken from this forum, is very easy to set-up, you just need to find a valid IP address.
OK, no problem. All you have to do is set up Internet Explorer, your browser, to use proxies. This is how you do it:
1.) Open Internet Explorer
2.) Click on Tools>Internet Options
3.) Click the connections tab
4.) Click on Lan Settings
5.) Check the box that says "Use a proxy server for your LAN
6.) Now type the ip address in as I wrote in my last post
7.) Use the port that I wrote in my last post
8.) Click Ok, then click ok again
9.) Close your browser
10.) Open your browser and wait for it to connect to the Codeen Network.
11.) Now you have an ip address from the UK. Now go to your BBC site and enjoy!

When one is given out on a forum like the above they get hammered by ex-pats and are usually shut down or re-configured within a few days. I'd start looking now for Wednesday and to make sure by testing it out on the BBC iPlayer.
