This is how I think it should work:
For instance in the FA cup, if you buy a first match ticket (well, the first match we are in anyways) you get first refusal on the same seat(s) for the second round. If you then buy for the 2nd round you get for the third etc.
If you buy for the first match and do not take up your chanse to buy for the 2nd round the spot is open to others, then they have first refusal for the seat for match 3 (since they were there for match 2).
For the final the people who have been to most games this cup run get first bid on final tickets. Not sure how we can extend this to away games, maybe in the later stages we can do the same as with finals.
So if I understand you correctly the loyalty points system goes out of the window and a supporter who's supported the club through thick and thin for the last 10 years (when we
were shit) but for whatever reason doesn't attend a home FAC tie till the latter stages would run the risk of not getting an FAC final ticket over someone with little or no proof of previously following the club but who has bought cut price home FAC tickets (compared to PL match prices) and also been given the chance to be awarded 5 times the loyalty points (currently) a Blue gets for following the club away from home?

On the whole the loyalty points system is the best way of rewarding...well..loyalty to the club which is recorded!
The current 50 points doubled up is a great chance for younger supporters (or those who attend intermittantly) to spend the minimum to gain maximum points and build up their totals.
There are thousands of Blues who have spent years (many before the loyalty points scheme was ever thought of) travelling around to shitholes as well as attending at home that your scheme would deny an FAC final ticket to because they had missed one or more earlier rounds.
Not sure either how it would work with the SS relocating into unbought ST holders seats in others areas of the stadium or how this could all be tracked. I agree the attendances at home in both the Europa and FAC have been piss poor but bar giving the tickets away I'm not sure the club can do a lot more.
