With Portsmouth, it's quite simple: asset-stripping.
Basically, the land on which Fratton Park lies is far, far more valuable than Portsmouth Football Club. However, to use the land for other purposes, one of two things must happen:
i) Portsmouth FC must build a suitable replacement
ii) Portsmouth FC must cease to exist
