He knows that financially there is no way united can compete with city, or for that matter Chelsea if they put their minds to it. But so long as united finish in the top 4 and win the odd cup, united have a consistent level of income and exposure for sponsors via the champions league.
Why would he want to invest substantially in the playing squad if he doesnt think he can keep up with city. In my mind, were i him, i would do exactly what i did last year, spend the ronaldo money on a few young talented players, aiming for them to be the foundation of the side for years to come, and buy the odd star to keep the fans happy.

Im sort of thinking along the lines that they will sign the japanese feller and maybe gaitan, sort of 2nd tier rather than superstar material, to replace ryan giggs and paul scholes, rather than the plan which prefiously may have been sneijder and modric
That sort of signing, with bacon as manager should keep them up there, will keep them sensible in salaries and transfer outlay but won't have them challenging right at the very top barring a miracle for them.
