Milner is a right-sided midfielder in Woy's England set up, not a winger, and thus offers the team more balance in the respect that he can defend as well as attack. I agree that Walcott offers much more going forward but I think he would only start under Hodgson if England were playing someone like San Marino where we would hardly be defending. I think that Hodgson sees this England squad as being limited in terms of ability (as I do) and this along with the harsh media treatment he received when appointed as the manager has led him to adopt a more cautious approach to selection and tactics as he knows that a poor result will lead to a media outcry and severe criticism (something that Twitchy, the tabloid darling, never would have had to put up with).

If Walcott starts five games he'll stink the place out in 4 of them. Impact player, ideal for putting on against tired legs.
