I can understand why some think him a legend but he's a long way away from that IMO
He is a club legend, in an era where seeing out your initial contract and signing a new one is remarkable, he had 9 years at the club, 352 games, club captain, POTY 4 times and worked under 5 different managers.
I think Legend is quite apt.
