They will have been negotiating for Garcia, Martinez, DeRossi and several others, all at the same time.
In the case of DeRossi, it will have been a personal decision rather than actually talking figures with his club, although I doubt very much that no contact was made with them.

Yes enquiries ( not negotiations ) would have been made but to suggest we signed Garcia late because Mancini wanted De Rossi is nonsense imo. I've been told we initially inquired for Garcia back in January.
