I believe that we are currently experiencing a transitional period with combination of factors including injuries/aging players/others not yet quite up to speed with the prem/managerial rumours.
Personally i couldn't give a flying fuck about Pep coming in, unlike some i refuse to pin my hopes on some bald messiah to the point that it makes me hate the Count, IF he comes and he provides me with entertaining breath taking football resulting in a shed load of goals then i will be glad, but if we turn into a boring 1-0 every week, then he can fuck off and take any silverware he wins with him.
In general terms answering the OP's question on a broader prospect, i doubt we will have to wait too long to see the next Pele, Maradona, Messi, it will be sooner than you think, only this time City are and will be in a position to attract such a player to play for us.
Occasionally it is nice to be able to still say 'Typical City'.....

Why will it take decades? Players are improving all the time, advances in sports science, medicine, knowledge, technology etc. Evolution.
