Not true. Kane was offside when the initial ball was played so it’s in the same phase. He was offside whether Lovren touched it or not.

Kane was active. Lovren wouldn’t need to attempt to play the ball if he wasn’t there. He could let it run to the keeper.
The rules of the game are so skewed they can justify nearly anything they want.
As for the second penalty. Well I reckon the linesman had a bet on somewhere.
