I read something similar, can't find the article though, it suggested that FIFA, US Soccer and CONCACAF would all have to sanction the game going ahead.

There was definitely an article in The Times on 17th Aug. but I can't access the full report.
Spain’s La Liga has announced that it plans to play regular league matches in the United States as part of a new 15-year deal but it can be revealed that the move has big hurdles to overcome before it becomes reality.
Fifa, US Soccer and the Concacaf federation will have to authorise the matches, which could prove problematic if they are viewed as impacting on tournaments already in the country, such as Major League Soccer.
The board of US Soccer held a meeting yesterday in which the issue was raised. It is understood that some figures in the organisation have reservations about the prospect of league fixtures from another country being played in the US.
US Soccer has been approached about the scheme but told…
