There's no need for a work permit in Italy. I think UK is the only European nation where you need a work permit, in Italy there's only a rule that you can't sign more than one (or two? I don't pretend to understand politics but as someone else pointed out earlier why can other people just walk into our country willy nilly with no intention to work, bleed the NHS and other areas dry and a guy who is prof football player be turned away on a work permit application. It beggers belief.

If he would gave said I'm coming here to claim JSA he would have been in, no problem. Just to add I know that not all people that come to England come to sponge and claim benefits I know lots are genuine.

I reckon Zimbabwe is even worsely placed than Kenya in the FIFA Ranking

Are you sure you're thinking about the right Diouf? The one playing for United was bought in 2009 and has only played one game for Senegal. I think you referring to El Hadji Diouf.

Those countries which have regularly achieved a 70th placing or higher over a period of two years are regarded as nations who have competed regularly at a highly competitive international level and have players of the highest standard who have contributed consistently to the achievement of that world ranking.


So, I'm sorry to disappoint you, but this transfer was ok regarding this factor.

No it wasn't seeing that he's not a regular in the Senegal national team. He's only played ONE game for the first team.

There's no rule saying we couldn't. We could buy anyone we wanted at any time of the year. Registering a player with the FA/Government is another matter though.

Yeah, I had already pointed that out, although I wasn't sure if it was one or two non-EU players from abroad per season. Thanks for confirming that this is the rule in place in Italy.

Well, then Diouf didn't pass the Int. Caps criteria, Mariga didn't pass the FIFA ranking one. Since both are the same age it probably came to this:

Panels

Where an application does not meet the published criteria, a club may request a panel to consider the player's skills and experience. In these cases The Football Association will refer the club's evidence to an independent panel.

Where possible the club's supporting evidence will be sent to The Football Association and other football bodies in advance for their consideration in order to allow an informed decision.

The panel will normally consist of representatives from the relevant football governing bodies together with up to three independent experts. The FA will endeavour to ensure there are no conflicts of interest between the independent experts and the applicant club. If the applicant
club wishes to object to the involvement of any of the independent experts it must do so in writing at least 24 hours before the panel hearing, explaining their reasons for the objection.

The panel's terms of reference are:

- To consider whether the player is of the highest calibre.

- To consider whether the player is able to contribute significantly to the development of the game at the top level in England.

The panel will make a recommendation to The Football Association whose decision will then be relayed to the club. The details of the voting will not be disclosed. Each member of the panel will provide written reasons for their own decision to the Secretary of the panel. A majority positive vote is required to approve an application (e.g. 4-2, 5-1 or 6-0).


Which means - a subjective decision based on reviewing the material given by the club as 'argument' for granting the work permit. And yes, now it pretty much comes down to:
1. How much power of persuasion does a club have on this panel
2. How good are club representative at explaining why the player is soooo good, and sooooooo needed.
